We are PCSing to Portugal. My son is staying behind to finish college, and the car is staying with him. What I did not expect is how much paperwork exists for a car that is not even leaving the state, let alone the country.
The truth is, once you PCS overseas and leave a vehicle in the US, the DMV and your county's Commissioner of the Revenue do not care that you are on the other side of the Atlantic. The clock on reporting a move still starts the day you move, and the requirements do not pause because you are now dealing with a household goods shipment, an overseas housing packet, and a kid moving into a new zip code all at once.
For us, that meant untangling the car from Stafford County, where we have been, and getting it properly set up in Frederick County, where our son is now based. Here is what that actually involved, in case you are staring down the same thing.
First: Registration and Address Are a DMV Problem, Not a County Problem
This was the part that surprised me most. Virginia vehicle registration is handled entirely at the state level. There is no such thing as "registering" a car with a county the way you might think. What you are actually managing is two separate things that happen to both be county-flavored:
Your address and garage jurisdiction on file with the DMV, and personal property tax, which is billed locally by whichever county the car is garaged in.
Step 1: Update Your DMV Record Within 30 Days
Virginia requires an address update within 30 days of a move. You can do this online at dmv.virginia.gov, by calling (804) 497-7100, or by mailing in Form ISD 01.
The part that actually matters here is the garage jurisdiction field. Virginia wants to know where the car is physically kept, not just where you live. Since our son is the one driving it day to day, the garage jurisdiction goes to Frederick County even though my own address is now an APO/embassy address in Portugal.
Step 2: Close Out Your Old County
Stafford County requires you to report a move out within 60 days using their "Moving INTO or OUT of Stafford County" form. This tells them to stop assessing personal property tax on a vehicle that no longer lives there.

Step 3: Register with the New County
Frederick County has the same 60-day requirement in reverse. You have to proactively report the vehicle to their Personal Property Division, they will not find out from the DMV or from Stafford County automatically.

Frederick's current personal property tax rate is $4.35 per $100 of assessed value, which is worth knowing before your first bill shows up.
Step 4: Ask About Military Exemptions Before You Assume the Bill Is Correct
This is the step I almost skipped, and I am glad I did not. If Virginia is not your (or your sponsor's) state of legal residence, the Servicemembers Civil Relief Act may exempt the vehicle from Virginia personal property tax entirely, regardless of which county it sits in. This is a completely separate conversation from the standard county-to-county move, and it is worth raising directly with the Commissioner of the Revenue in whichever county you are dealing with. Do not wait for them to bring it up. Bring your LES and orders and ask the question yourself.
One More Thing: Set Your Kid Up to Actually Handle This
Your college student is about to become the point person for a car they may have never had to register or insure on their own. Before you get on the plane, make sure they physically have:
A copy of the current registration and insurance card, the title (or know where it is, in case Frederick County asks for it), and the actual paperwork you filed with Stafford and Frederick, so if a tax bill shows up disputing something, they are not calling you at 2am your time trying to figure out what already got filed.

The car sitting quietly in a driveway in Virginia was not one I saw coming, and it turned into its own small project. If you are in the same boat, start the DMV and county paperwork now, before your address changes to somewhere with a very different time zone and a much longer reply delay.
