Italy is a dream duty station with a straightforward EU pet entry process, no quarantine, no breed bans, and Delta flies in-cabin pets on the Tel Aviv to Rome and Naples to IAD routes. One crucial thing: the ASL registration and EU Pet Passport process differs significantly between Rome (NATO) and Naples (NSA). Know which one applies to you.

Real Talk: Delta In-Cabin — Tel Aviv to Rome, and Naples to IAD

Real Experience: After our time in Israel, we flew our cats in-cabin from Tel Aviv to Rome via Delta, fully bookable through the Delta app. Same rules apply: max 4 pets per flight, first come first served, no online check-in, must check in at the counter.

Real Experience: Naples, Italy to Washington Dulles (IAD) via Delta with in-cabin pets: also easy to book through the Delta app. Give yourself extra time at the Naples airport for counter check-in. You need an ASL stamp to export a pet. The airlines will check. If you have a pet passport for the EU this is all you need. If you do not you need the paperwork stamped from the ASL.

⚠️ Heads Up: Delta overbooks pet cabin spots regularly. You cannot guarantee your space until you physically check in at the counter. Early arrival is critical on every Delta pet flight.

Step 1: EU Entry Requirements — No Titer Test from the U.S.

Italy follows EU pet import regulations. The U.S. is on the EU's approved country list, no rabies titer blood test required. Core requirements:

  • ISO microchip implanted before the rabies vaccination

  • Current rabies vaccination at least 21 days before arrival (primary vaccine)

  • EU Health Certificate endorsed by USDA-APHIS within 10 days of pet's arrival

  • No quarantine if documents are correct

No breed restrictions at the national level. USAG Italy and NSA Naples both conform with Army/Navy policy on pets in housing.

Step 2: Microchip Sequencing

  • Microchip implanted FIRST, before or on the same day as the rabies vaccination

  • If vaccine goes in first, that vaccination does not count, 21-day clock restarts from chip date

  • ISO Standard 11784/11785 compliant, EU scanners cannot read non-ISO chips

Confirm with Your Vet: Ask explicitly before the appointment: microchip first, then vaccine. This sequencing error is the most common and most avoidable mistake.

Step 3: Rabies Vaccination — Primary vs. Booster

  • Primary vaccination: valid for 1 year in EU only, even if U.S. label says 3 years

  • At least 21 days after a primary vaccination before entering Italy (some brands require 30, follow whichever is longer)

  • Booster given before previous vaccine expired: valid immediately, no waiting period

  • Any lapse in coverage, even one day, makes the next vaccine primary again

⚠️ Heads Up: Never let rabies coverage lapse. Even a single day gap restarts the primary vaccine clock and the 21-day wait.

Step 4: The EU Health Certificate — VEHCS, Ink Signatures, and What to Watch

This is the step where the most fixable mistakes happen. Italy / EU requires a physical, ink-signed and embossed certificate, the USDA APHIS country page for Italy carries an orange VEHCS banner, which means:

  • For veterinarians: Submit the EU Health Certificate electronically via VEHCS. USDA will then print the certificate, apply an original pen-and-ink signature, and crimp with the raised USDA embossed seal. It cannot be completed digitally only.

  • For pet owners: Provide your USDA-accredited vet with a prepaid, pre-addressed overnight return shipping label at the time of certificate submission. USDA will mail the original ink-signed certificate back to you. This must happen BEFORE your travel date.

  • Timing: USDA VEHCS processing is staffed Mon–Fri, 7:00 AM–4:30 PM CT, excluding federal holidays. Add overnight shipping time on top. Build this into your travel timeline.

  • Travel with the original: The physical, ink-signed, embossed certificate must accompany your pet during travel. A printed copy or digital version is not accepted by Italy.

  • Certificate version: Use the 2025 EU Health Certificate. If any 2024 certificates were endorsed before January 11, 2026, they were accepted through that date, using 2025 versions going forward.

  • Bilingual version: Request the English/Italian bilingual certificate, not the English-only EU certificate.

  • Declaration page: The final page of the EU Health Certificate contains a Declaration that must be completed and signed by the pet owner or a designated person before the pet travels. It must accompany the pet and the certificate.

⚠️ Heads Up: Do not assume your vet will arrange the return shipping. Ask: 'Have you included a prepaid overnight Fedex return label for my physical USDA-endorsed ink certificate?' Missing this step causes the most common and most avoidable travel delay.

Step 5: ASL Registration and EU Pet Passport — Rome (NATO) vs. Naples (NSA)

This is where Italy diverges sharply from any other country in this series. By Italian law, you MUST register your pet in the Italian ASL (local health authority) system within 90 days of import. Failure to register can result in a fine of €200+. But the process, the office, the payment method, and the fees are completely different depending on where you are stationed. The ASL offices are NOT interchangeable.

Important: Do NOT go to the wrong ASL. Each office has its own area of responsibility, payment requirements, and business hours. Going to the wrong one will not get you service.

🇷🇴 If You're at NATO Rome — ASL Roma 2 (Anagrafe Canina)

ASL Roma 2 covers Municipalities IV, V, VI, VII, VIII, and IX of Rome. If you do not live in these municipalities, you must find your correct ASL — they will not process your paperwork.

  • TRACES / export document issued by the competent authority of your country of origin (i.e., your USDA Health Certificate / APHIS 7001)

  • All pages of the pet passport if coming from EU; if from outside EU, include rabies antibody certification if the country of origin is not rabies-free

  • Microchip implant record (scheda di impianto microchip) if available

  • Rabies vaccination certificate (to verify vaccine and batch number)

  • Completed registration form (modulo) attached by ASL Roma 2 in their response email

  • Your ID document and Italian Codice Fiscale

  • Proof of completed bank transfer with CRO/TRN/transaction number

⚠️ Heads Up: ASL Roma 2 receives over 100 emails per day and allows up to 10 working days to process. Do not send follow-ups for urgent matters, leave a phone number. Incomplete or illegible submissions will be deleted.

Real Experience: After arriving in Rome from Israel, I emailed ASL Roma 2 with our paperwork for Yasei and Nani. They responded with their process document (in Italian), the registration form, and the IBAN details. The process took time, but was manageable. Keep all your Israel paperwork, the USDA Health Certificate and FAVN results are exactly what ASL Roma 2 asks for.

EU Pet Passport for Rome — After ASL Registration

Once your pet is registered in the ASL system, you can obtain an EU Pet Passport. This is required for commercial travel within Europe and to return to the U.S. You can get the passport and an export/health certificate on the same day if needed.

  • Rabies vaccination must be 22+ days old to get the initial pet passport or renew an existing one

  • Travel to EU countries is valid from passport issuance; travel to the USA is valid on the 31st day after the rabies vaccination

  • Check your registration on the Italian national database: http://www.salute.gov.it/anagcaninapublic_new/home.jsp

You do not need a pet passport to fly on the AMC/Rotator: But it is strongly recommended to have one in case you need to fly commercial or use a pet shipper on short notice.

If You're at NSA Naples — ASL Campania Region

NSA Naples and the surrounding areas fall under a different ASL system entirely, the Campania region. There are multiple ASL offices depending on exactly where you live. Confirm your correct office before paying anything.

Important: The ASL offices in the Campania region are NOT connected to each other. If you pay the wrong one, you will not receive services or a refund.

You MUST pay before visiting an ASL location, they do not accept any form of in-office payment. Payment is valid for 30 days so you can pay in advance.

Two payment methods accepted:

  • Bank transfer: Use the IBAN specific to your ASL location (see below). Community Bank on Capo accepts cash if you do not have an account ($3 fee for non-account holders, $1 for account holders).

Find Your ASL in Campania: Use https://anag.gisacampania.it/index.php/ricerca-asl to locate your specific ASL veterinario. When searching, make sure results say 'ASL veterinario' — not the general health department.

To check if your pet is already registered in the Italian national system, enter your pet's microchip number at: http://www.salute.gov.it/anagcaninapublic_new/home.jsp (all Italy) or http://www.anagrafecaninacampania.it/ (Campania only). Note: the base vet microchip database is NOT connected to the Italian ASL system.

Important: Registration deadlines: 90 days if you imported a pet to Italy. 5 days to file a change of ownership form if you purchase or adopt a pet in Italy WITH a microchip. 20 days to register if you find or adopt a pet WITHOUT a microchip. Fines of €200+ apply for non-compliance.

Step 6: Life in Italy — Ongoing Pet Requirements

  • Annual rabies vaccinations required to maintain EU compliance

  • Leptospirosis vaccination: not legally required but strongly encouraged, vaccinate before arrival and submit records at in-processing

  • Heartworm preventative and flea/tick control required at all times

  • EU Pet Passport required for commercial travel within Europe and to return to the U.S.

Real Experience: The Naples area military community has a strong pet-owner network. The Naples USO was exceptional in supporting families arriving during our evacuation from Bahrain in June 2025, that same community spirit extends to everyday pet life on post.

Military PCS Reimbursement — MARADMIN 147/26

Per MARADMIN 147/26 and the JTR, actual authorized pet transportation expenses may be reimbursed up to $2,000 for OCONUS PCS moves (Italy qualifies). Eligible costs include microchipping, health certificates, USDA endorsement fees, ASL registration fees (€8/Rome; €24.90 new passport/Naples), airline fees, and boarding. In extenuating circumstances where AMC and commercial flights have no availability, the Secretarial Process may approve up to $4,000. Keep all receipts.
